Rubio Outlines "Three-Step Plan" for Venezuela

We do not want it to descend into chaos," adding that stabilization includes "isolating" Venezuela's oil. Rubio said: "The second stage we will call the recovery phase. This means ensuring that companies from the United States, the West, and other countries can access the Venezuelan market in a fair manner." He indicated that the second phase also involves reconciliation with the Venezuelan government to ensure "opposition forces can receive amnesty and release." "The third phase is the transition phase," Rubio told reporters, "We feel we will move forward in a very positive way."
