Rubio Outlines "Three-Step Plan" for Venezuela
Odaily News U.S. Secretary of State Rubio outlined a three-phase process the United States plans to undertake in Venezuela. Rubio stated: "The first step is to stabilize the country's situation. We do not want it to descend into chaos," adding that stabilization includes "isolating" Venezuela's oil. Rubio said: "The second stage we will call the recovery phase. This means ensuring that companies from the United States, the West, and other countries can access the Venezuelan market in a fair manner." He indicated that the second phase also involves reconciliation with the Venezuelan government to ensure "opposition forces can receive amnesty and release." "The third phase is the transition phase," Rubio told reporters, "We feel we will move forward in a very positive way."
