Due to these uncertainties, the typical time required for Fed policy to begin having a broad impact on consumers and businesses could be as long as 18 months, and this may no longer apply in the current economic climate. Susan Spence, chair of the ISM Manufacturing Survey, stated, "Business people are certainly interested in lower capital costs, but with tariffs, it's like a dark cloud hanging over everything."
