He also stated that the Fed has done an excellent job managing the federal funds rate, but it is a small market. He added that it is good for the Fed to debate its interest rate targets; a certain degree of volatility in the money market is acceptable; the ample reserve framework is the right way to operate; and while he is pleased to see the standing repurchase facility being used, he is surprised by its limited use.
