Elvira Nabiullina indicated that non-qualified investors have fewer participation opportunities because the government protects them from taking on risks they do not understand through legislation. Bill No. 1194918-8 is expected to take effect on September 1st and will be implemented concurrently with the launch of the digital ruble. The bill stipulates a cap of 300,000 rubles (approximately $3,800) on cryptocurrency purchases for non-qualified investors, with the cap for qualified investors being ten times that amount.
