The Korean National Assembly Budget Office analysis shows that a Korean won stablecoin could save Korean merchants approximately $275 million to $3.8 billion annually in payment fees. The report notes that dollar stablecoins account for 98.8% of the global $312.3 billion stablecoin market, and a Korean won stablecoin could provide merchants with a domestic alternative. The Budget Office warned that funds flowing out of bank deposits could weaken banks' credit intermediation role, and large-scale redemptions could force issuers to sell reserve assets, potentially causing the stablecoin to depeg and undermining market confidence. The Budget Office called for establishing reserve requirements, limiting stablecoin yields, and strengthening oversight of tokens that could threaten financial stability. South Korea plans to expand tokenized securities in February 2027, subsequently connecting the blockchain securities market with stablecoin payment infrastructure.
