The full-scale launch of cryptocurrency trading in Russia still awaits central bank guidelines, with necessary documents expected to be ready by early December. Odaily reported that Russia's Digital Currency and Digital Rights Law, which took effect on September 1, has so far only been partially implemented, mainly involving cross-border transfers for foreign trade. Due to the absence of numerous key detailed regulations, domestic cryptocurrency trading in Russia cannot yet be fully carried out. The Russian Central Bank stated that all necessary documents are expected to be prepared by early December. Market participants indicated that the relevant infrastructure is largely ready and only requires adjustments according to the new requirements. Sberbank plans to complete the construction of its digital custody institution by December 1, while Finam is expected to offer services in early 2027. Central Bank Governor Elvira Nabiullina stated that transferring crypto assets abroad is not restricted, but investors should note that operations conducted overseas are not protected by Russian law.
