The person chosen by the U.S. side to manage this secret communication channel was Nechirvan Barzani, President of the Kurdistan Region of Iraq. He held an extremely rare advantage: he enjoyed the trust of both the U.S. and the IRGC leadership. This incident highlights that a key reason why U.S.-Iran negotiations have been so difficult is that Washington cannot determine who truly holds decision-making power in Iran.
