The bill proposes restrictions for non-qualified investors, including an annual cap of 300,000 rubles (approximately $3,800) on cryptocurrency purchases through a single intermediary, and a cap of 100,000 rubles on transfers abroad. For qualified investors, the purchase cap is 3 million rubles, and the cap for overseas transfers is 1 million rubles.
If the bill is approved, Russia will establish a legal framework for crypto activities, covering investor protection and rules for cross-border trade operations. The main provisions of the bill are expected to take effect on September 1st and will allow enterprises supplying goods to Russia to use crypto assets.
