Odaily Planet Daily News Investment bank TD Cowen stated that the passage of the Clarity Act before the November midterm elections is far from a sure thing, as it still faces significant political and policy obstacles. The Senate is expected to begin deliberations on the bill the week of July 13, with July 24 being a key deadline before the House leaves for its August recess. Jaret Seiberg, managing director of TD Cowen's Washington Research Group, questioned whether the bill can be approved before the fall elections if it fails to pass by then.
