The Senate will also have its Tuesday and Wednesday sessions occupied by the funeral of the late Senator Lindsey Graham. Due to Senate procedural constraints, it cannot simultaneously handle a controversial bill. The earliest possible vote on the Clarity Act may not come until next week—the final days before the August 8 recess. Bipartisan negotiations continue over ethics provisions that restrict federal officials, including President Trump, from participating in crypto projects. The White House announced last week that Trump had agreed to the provisions, but Democrats consider them insufficient, and both sides have agreed to continue talks. If the bill fails to pass this year, the industry will face regulatory uncertainty.
