Russian State Duma Passes Cryptocurrency Market Regulation Bill, Awaiting Putin's Signature

2026-07-21 11:58
Odaily News, The Russian State Duma has passed Bill No. 1194918-8, "On Digital Currency and Digital Rights," in its second and third readings on Tuesday, establishing rules for the operation of crypto assets and cross-border trade within the country.

The bill creates a regulatory framework for market participants such as crypto exchanges, brokers, asset management companies, and custodians, and sets operational requirements for firms in the industry.

The bill permits the use of crypto assets in foreign trade operations, while payments for goods and services within Russia remain prohibited. The main provisions are expected to take effect on September 1, 2026, with a transition period until July 1, 2027. The bill still requires President Vladimir Putin's signature to become law.
