According to Odaily, four officials familiar with the details of the meeting revealed that in the final stages of negotiations, when Iran's Supreme Leader Mojtaba Khamenei hesitated to approve the preliminary ceasefire agreement, Iranian President Pezeshkian visited him. The Iranian President told the Supreme Leader that the economic situation was dire, and the US maritime blockade was strangling Iran, threatening to resign if the agreement was rejected. Furthermore, the Governor of the Central Bank of Iran, Abdolnaser Hemmati, also wrote to Khamenei, stating that the country faced a serious budget crisis, and that critical food and medical supplies would run out by the end of August if the maritime blockade continued.

In his letter, Hemmati explained that it was impossible for Iran to sell oil at the required scale and find alternative trade routes. These statements played a key role in Mojtaba's final decision to support the agreement. In a brief public statement, he expressed that, although he was "in principle" opposed to the agreement, he instructed the President to proceed if he obtained the support of the Supreme National Security Council.
