In the draft memorandum, the United States agreed to Tehran's dilution of highly enriched uranium stockpiles within Iran, with specific mechanisms to be discussed within the next 60 days. Under the draft memorandum, the US will exempt Iran from oil sanctions within a specified period, allowing Iran to sell oil and generate revenue. Iran will immediately reopen the Strait of Hormuz to all commercial vessels, while the US will lift the maritime blockade. The US agreed to release $25 billion in frozen Iranian assets, with the release method including direct cash transfers, cooperation among regional countries, and financial credit lines. (Golden Ten)
