The document states that, based on the current state of the e-cigarette industry and aligning with the national regional development strategy, it will guide the e-cigarette industry to moderately concentrate in areas with an industrial foundation and conditions, strengthen the control of raw material channels, and reasonably ensure the supply of raw materials for e-cigarette production.
Adjust and optimize the industrial structure, strictly control new production capacity, reasonably control the scale of production capacity, and prevent overcapacity. Guided by optimizing resource allocation and meeting market demand, maintain a reasonable level of industrial concentration and guide enterprises that cannot adapt to market competition to exit in an orderly manner.
