Investigations reveal that in 2016, Chen Zhi directed Liu Ren and others to establish the Jinbei Group in Cambodia, operating multiple online gambling platforms. Since 2020, the Jinbei Group has run telecom fraud parks in Cambodia, engaging in large-scale telecom and network fraud crimes involving particularly huge sums of money. In addition, Liu Ren is also suspected of serious violent crimes such as illegal detention and intentional injury.
