2026-06-16 21:59

Odaily reports that Saudi Al Arabiya TV has published the terms of the 14-point US-Iran Memorandum of Understanding, which is more detailed than the version released by Iran's Mehr News Agency:

1. Iran and the United States, along with their allies in the current war, declare an immediate and permanent end to the war on all fronts, including Lebanon, effective from the date of signing this Memorandum of Understanding. They commit to refraining from any hostile actions against each other in the future and from threatening or using force against one another. The final agreement will confirm the provisions of this article and others.

(Permanent and immediate cessation of war on all fronts, including Lebanon.)

2. Iran and the United States commit to respecting each other's sovereignty and territorial integrity and pledge non-interference in each other's internal affairs.

(The US commits to non-interference in Iran's internal affairs and respect for Iran's sovereignty.)

3. Iran and the United States commit to negotiating and reaching a final agreement within a maximum period of 60 days, which may be extended by mutual consent.

(The Iranian media version does not include this clause.)

4. Following the signing of this Memorandum of Understanding, the United States will immediately lift the naval blockade on Iran, prevent any interference or obstruction, and restore Iran's full shipping capacity within a maximum of 30 days; the volume of vessel traffic should be proportionate to pre-war levels. The US also commits to withdrawing its forces from the surrounding region within 30 days after the final agreement is reached.

(Complete lifting of the naval blockade on Iran within 30 days.)

(The US commits to withdrawing troops from Iran's vicinity.)

5. After signing this Memorandum of Understanding, Iran will immediately take measures to ensure the restoration of commercial shipping from the Persian Gulf to the Sea of Oman to pre-war levels within 30 days, taking into account Iran's need to clear technical obstacles and neutralize mines.

(Under Iran's arrangements, the Strait of Hormuz will reopen within 30 days.)

6. The United States will work with regional partners to develop a comprehensive plan, to be agreed upon by both sides, for Iran's reconstruction and development, ensuring the provision of at least $300 billion in financial support. The implementation mechanism for this plan will be finalized within 60 days under the framework of the final agreement.

(The US and its allies need to provide Iran with a reconstruction plan worth at least $300 billion.)

7. The United States commits to terminating all types of current sanctions imposed on Iran within a timeframe to be agreed upon in the final agreement, including those under UN Security Council resolutions, International Atomic Energy Agency (IAEA) Board of Governors resolutions, and all primary and secondary sanctions unilaterally imposed by the US.

(Reaching a final agreement on the nuclear issue within 60 days, and comprehensively lifting all primary and secondary US sanctions against Iran, as well as resolutions of the UN Security Council and the IAEA Board of Governors.)

8. Iran reaffirms that it will never develop nuclear weapons. Iran and the United States have agreed to properly resolve the disposition of enriched uranium and all other mutually agreed nuclear-related issues, including Iran's nuclear needs, through the final agreement; the final agreement will confirm the content of this clause.

(Reaffirming Iran's commitment under the Non-Proliferation Treaty not to develop nuclear weapons.)

9. Iran and the United States agree to maintain the status quo until the final agreement is reached: Iran will maintain the current status of its nuclear program, and the US will not impose new sanctions on Iran or strengthen its military presence in the region.

(During the negotiations, the US commits not to send additional troops to the region or impose new sanctions.)

10. The United States commits, after the signing of this Memorandum of Understanding and until the lifting of sanctions, its Treasury Department will grant exemptions for Iran's export of crude oil, petrochemical products, and their derivatives, as well as all related services (including banking, insurance, transportation, etc.).

(Suspending sanctions on the sale of Iranian oil, petrochemicals, and their derivatives, and allowing Iran full use of its financial resources.)

11. The United States commits that, given the progress in the negotiation process, Iran's frozen or restricted funds and assets will be released and made fully available. Whether these funds are held in main accounts or have been transferred, they will be used for the final beneficiary accounts determined by the Central Bank of Iran and can be utilized in full. The US commits to issuing all necessary permits on this basis.

(Releasing $24 billion in frozen Iranian funds during the 60-day final negotiations. Half of this amount must be provided to Iran before the talks begin.)

12. Iran and the United States agree to establish an implementation mechanism to oversee the successful execution of the final agreement and compliance with future commitments.

(Establishing a monitoring mechanism to implement the agreement.)

13. After signing this Memorandum of Understanding and upon receiving guarantees for the implementation of Articles 4, 5, 10, and 11 of this Memorandum and the continued application of the aforementioned measures, Iran and the United States will negotiate the remaining articles to reach a final agreement.

(The final negotiations will begin only after the release of half of Iran's frozen funds, the suspension of oil sanctions against Iran, and the lifting of the naval blockade. The final agreement will cover only the future of enriched uranium materials and the enrichment process, the lifting of sanctions, and Iran's economic reconstruction plan. Issues related to Iran's missile program and support for resistance groups have been explicitly removed from the agenda.)

14. The final agreement will be ratified through a legally binding resolution of the United Nations Security Council.

(The final agreement will be ratified by a UN Security Council resolution.)
