According to the official, the preliminary agreement focuses on de-escalating tensions and opening up new negotiation channels, while complex issues such as the nuclear program and sanctions have been postponed for discussion in subsequent stages. The official stated that Iran will not receive any immediate economic benefits after signing the memorandum of understanding, and any financial support or sanctions exemptions are conditional on Iran fulfilling its commitments. Iran will receive gradual economic incentives from Washington in exchange for handing over highly enriched uranium or dismantling nuclear facilities.
