Robinhood has announced the official launch of its proprietary Layer 2 network, Robinhood Chain, on the public mainnet. Built on the Arbitrum technology stack, the chain is positioned as institution-grade, permissionless, AI-native, and specifically designed for Real World Assets (RWA).
Robinhood Chain's launch day partners include Uniswap, Pleiades, Alchemy, BitGo, and Chainlink. Uniswap will deploy a dedicated AMM on the chain as the primary public liquidity protocol, while Pleiades will deploy its own AMM for principal trading. The chain will also offer basic DeFi functionalities such as lending.

Tennessee Enacts Complete Ban on Crypto ATMs, Georgia's Transaction Restrictions Take Effect
New regulations for cryptocurrency ATMs in the U.S. states of Tennessee and Georgia came into effect on July 1st. Tennessee has implemented a complete ban, while Georgia requires transaction limits and reporting obligations. Indiana had previously enacted a ban in March, and Minnesota will enforce a similar ban on August 1st. Tennessee had approximately 185 crypto ATMs and kiosks operating before the ban. Governments are taking action due to the frequent occurrence of scams where residents, particularly the elderly, are tricked into transferring funds via crypto ATMs. Legislators in Delaware and New Jersey have proposed similar complete bans.

Spanish Regulator Approves Venga's MiCA Authorization
Spain's National Securities Market Commission has authorized the crypto platform Venga to operate under the EU's Markets in Crypto-Assets Regulation (MiCA), making it one of the few MiCA-approved entities in Spain. The MiCA transitional deadline took effect on July 1st. Digital asset companies previously operating under national rules must now obtain formal approval under the new framework or cease providing regulated services within the EU. This authorization allows Venga to offer services across the 27 EU member states under a single regulatory framework.

Solana Launches On-Chain Governance Mechanism; Proposals Require 15% Staked Support Before Voting
The Solana Foundation has officially launched the on-chain governance mechanism, Solana Governance Proposals (SGP). Validators can now submit, support, and decide on core protocol decisions through SGP. All proposals are conducted on-chain, utilize a stake-weighted voting mechanism, and are verified via Merkle proofs. Any validator delegated with at least 100,000 SOL can initiate an SGP. Unlike Solana Improvement Documents (SIDs), which focus on technical and protocol changes, SGPs are primarily used for expressing ecosystem governance opinions. A proposal needs to garner support from at least 15% of the total staked supply before entering the formal voting phase.
Jack McDonald, Senior Vice President of Stablecoin Business at Ripple, disclosed eight recent updates on RLUSD in a post on X on June 29th, covering settlement, regional access, on-chain liquidity, cross-border payments, multi-chain support, exchange listings, charity, and the Japanese market. Mastercard has expanded its settlement capabilities to support RLUSD on eight blockchain networks, including XRP Ledger. Ripple is also expanding RLUSD's availability in Turkey through partnerships with BiLira, Bitexen, and Bitlo, and partnering with Bitso to enable RLUSD and MXNB to support liquidity and cross-border transactions via XRP Ledger's Permissioned DEX.
