The document states that, based on the current status of the e-cigarette industry and aligning with national regional development strategies, the industry should be guided to appropriately concentrate in regions with an industrial foundation and conditions. Efforts will be made to strengthen the management of raw material channels and reasonably ensure the supply of raw materials for e-cigarette production.
Adjustments and optimizations to the industrial structure will be made, strictly controlling new production capacity, reasonably controlling the scale of production capacity, and preventing overcapacity. Guided by the optimization of resource allocation and meeting market demand, the level of industrial concentration will be maintained at a reasonable level, guiding enterprises that cannot adapt to market competition to exit in an orderly manner.
