Odaily News Senior Ukrainian lawmaker Danylo Hetmantsev said that Kyiv is expected to “legalize” cryptocurrencies by the summer of this year, and the main text of the relevant bill is fully prepared. Hetmantsev is the chairman of the Verkhovna Rada’s Committee on Finance, Taxation and Customs Policy.
Lawmakers are still discussing several issues, including how regulators and law enforcement officials can apply a “financial surveillance” approach to cryptocurrency transactions. In addition, the bill’s designers must finalize tax-related matters before the draft bill is sent to the Rada.
Hetmantsev added that Kyiv will not provide any "bonuses or benefits" to companies and individuals working with cryptocurrencies, explaining that Kyiv has consulted "international experts on legalization issues," who believe that any "preferential regime" could create an unbalanced tax burden on traditional industries that use cryptocurrencies. Kyiv plans to ensure that cryptocurrency transactions are "taxed at the same rate as other investment assets" and adopt a normal tax rate system. (Cryptonews)
